When must you wear an anti-static wrist strap?

You don't necessarily need to wear an anti-static wrist strap while opening a tower case. Wearing a strap while plugging peripherals in, whether they're USB, PS/2, or any other format, is silly. The internal circuitry and panel in an LCD monitor is well encased, just clean the screen with a soft, slightly damp cloth. But when you're directly handling a motherboard, DIMMs (RAM), expansion bus cards, or any device with exposed circruitry, anti-static precautions are a must. An electrical charge goes through what you're looking at! Static can easily damage circruitry, and you won't know that static damage has been done until you find that the device doesn't work at all.
