This automatically makes it the better option. However, this question further specifies a brown out - a regulator can smooth irregular voltage from voltage sag/fluctuation/spike, but a brownout can include a sustained dip in available voltage for long periods of time which affects the amount of power that may be delivered (Power = Current * Voltage), a transformer is unable to provide additional current on its own, it only smooths and conditions the output. A UPS is the only thing that can provide both regulated voltage AND current to guarantee the correct power output.
