There is no conflict detection in DHCPv4
DHCP server sends RARP message with ist own MAC address
DHCP server sends an ARP with the IP Address it is going to offer by DHCP Offer message, before sending the DHCP Offer
DHCP server sends a ping to the IP Address after having completed DHCP
DHCPv4 server sends an ARP. If it receives an answer, then there is a device with the IP address on the Segment (likely with a manually configured IP) it is going to offer and therefore, using it, would create a duplicate. Cisco IOS router don't detect duplicate address by ping. Additionally, the Server could send a ping but cannot for sure rule out that a device has the same address configured, simply because no ping Response is received (the device may just suppress ping reply, for example) RARP does the opposite of ARP: given the MAC provides the IP address, therefore RARP is pointless.
