Autonegotiation is on by default however if the switch-port is hardcoded with duplex and speed, the negotiate mode will be disabled. Configuring both the speed and duplex on a Cisco switch interface, disables autonegotiation. The commands "negotiate disable", "no negotiate" or "no autonegotiation" do not exist.
