The customer considered their system 'Sensitive' except for two weeks out of the year when it would be considered 'Critical'. In discussing the customer's definitions of these terms, they were satisfied if the system was down for up to 48 hours, but during the critical period, no downtime was allowed. What are the Data Center's backup service options for the customer?
Provide normal tape backup for the customer during 'Sensitive' periods, and suggest they use a Cloud provider to cover their 'Critical' period. This way the DC would not incur the costs of providing a hot failover in case of an emergency.
The Data Center should implement a hot fail over service for all their customers on an as need basis, regardless of the cost.
Tell the customer to go find themselves another option for backup.

Some customers do not need a hot fail over, and cannot justify the cost annually. There are options in the market that would allow partial time hot failover.
