PGP (Pretty Good Privacy) uses a Web of Trust. This is a decentralised trust model where a certificates authenticity is 'vouched for' or confirmed by other users. The overall trustworthiness of a certificate can be interpreted using the trust level of endorsing individuals or the number of endorsements for that particular certificate. This differs from a centralised trust model where full trust is placed in a Certificate Authority. EDIT: Spelled out PGP in answer.
