ARP Spoofing involves sending packets while Packet Sniffing can be entirely passive.
Router Hijacking could be used to capture packets, but routers are between networks and capture the packets would still involve sniffing them from an interface on the router short of modifying the router's OS.
MAC Spoofing involves modifying the MAC address of a network interface to impersonate that of another device. While MAC Spoofing might be a way to receive the packets destined for a network node without putting an interface in promiscuous mode, it would disrupt normal communications with that, generally only work for one node at a time, and still involve sniffing the packets off the interface from the perspective of the OS.
