Reworded, hopefully better now. Explinations: IPSec provides both tunnel and encryption. L2TP provides a tunnel but not encryption by itself. P2P or peer to peer is an architecture and not a protocol. FTP is a transfer protocol, insecure and provides neither tunnel or encryption.
Comments before rewording: PSec is a tunneling protocol that can be used between LANs but if it's used with L2TP gives more data security. This question should read "Which protocol(s) are needed to provide a tunnel and encryption with the highest level of data security/encryption?" IPSec still provides encryption by itself and can work in Tunnel mode. This question is useless as is more than one right answer
