R1 and R2 are in different HSRP groups and thatÕs the very reason each router thinks itÕs the active router for that group. Specifically, R1 is HSRP group 1 while R2 is in HSRP group 2. It is a configuration mistake. The virtual IP address for R1 and R2 is the same 10.1.1.3, which indicates the intention probably was to have both R1 and R2 in the same HSRP group. To correct this anomaly, the HSRP group number must be the same on R1 and R2. Both R1 and R2 have the default HSRP priority 100, which is normal. Also, preemption is disabled by default, which is not the cause here. Virtual IP address is always the same for routers in the same HSRP group.
