Ping can be used to test connectivity between two IP connected devices. To understand this question, you need to realize that the routers are in different networks or subnets, and therefore, while there is a connection (they can talk to each other), they are not directly connected (as in, a router directly connected to another router next to it). The packet has to traverse across some sort of interface outside of it's own subnet. The question tricks you because they mention Cisco, so we naturally start thinking of CDP neighbors, but CDP only shows direct connections, whether or not there is an IP address associated with that connection. CDP requires a direct connection. Ping does not.
