EDIT: CISSP Official Study Guide (8th Ed) Chapter 8 pg. 303 specifically states that Security Targets (ST) specify the claims of security from the vendor that are built into the target of evaluation (TOE) which is not the correct answer. The Evaluation Assurance Level (EAL) has 7 evaluation levels (or degrees of confidence/degrees of examination) which establishes the TOE has met functional requirements before it is considered an evaluated system (or placed on a product list) https://www.us-cert.gov/bsi/articles/best-practices/requirements-engineering/the-common-criteria
