The success of a project is measured in terms of completion within the constraints of scope, time, cost, quality, resources and risk as approved between the project managers and senior management. While customer and senior management need to be satisfied with the work, it is not a parameter of measuring success of the project. The customer may not be happy with what you have delivered but you have delivered exactly what was asked for within the constraints, then the project is still successful.
