Well enough that they can step in and participate in restoration in the event that an administrator is absent during an outage.
Sufficiently enough to engage in discussion with the technology administrator or an external auditor.
Well enough to participate in procurement meetings, to demonstrate to outside salespeople that information security is a primary consideration.
Sufficiently to justify each cost in their regular reports to management.
