It's a way that one can access a LAN via an external network such as the internet, while being heavily secured, so that sensitive data in the internal network isn't leaked into an external network by unauthorized users.

Technically, the P in VPN means private as in private IP addresses for a private network. The VPN allows devices to use private IP addresses to communicate across the network as if they are on the same internal private network. VPNs do not technically assure encryption. One of the steps in configuring a VPN is to configure encryption, but it is not automatic. It is true no one in their right mind would create a VPN and not use encryption, but it is technically possible.
