After the IOS is found, it is loaded into RAM. The router boot sequence is as follows: (1) Runs POST to check hardware; (2) Checks configuration register (default 0x2102) and copies bootstrap program from ROM into RAM and runs the bootstrap program; (3) No IOS found, checks in this order - Flash, TFTP Server, then ROM; (4) Loads IOS using startup-config file and loads into RAM as running-config.
