The ISSM is responsible for giving authorizing to people for an information system. A system admin is usually the entity/individual who is responsible for implementing/applying those authorized permissions on the system
Data Owner is only responsible for granting permissions to data owned in a discretionary access control environment.
Senior Management is normally not involved in day to day operations of information systems. Those duties are delegated to the ISSM and further to System Admins.
