When cracking a network secured with WEP, even without active clients, the psuedorandom generation algorithm(PGRA) can be obtain by using either the chop-chop or fragmentation attacks using aireplay-ng. This can then be used to generate packets which then allows initialization vectors(IV's) to be captured, which THEN allows us to crack the password. Capturing a handshake is relevant to wireless networks secured with WPA/WPA2, and WPS is not available on WEP networks.
