Multiple choises, but if there is a FW it usually blocks ping but you may also find said FW by scanning the IP-block, if you definetly know there is a server and it is online its the case of not configured to answer ping, if none of the above are the reason it is most likely the server is completely shutdown or you have the wrong IP address
EDIT: how server can be configured to not respond to ICMP? Using firewall is possible (it is another answer), but server cannot block itself ICMP.
