Let's first look at the definition of Schedule Performance Index and Cost Performance Index; A value >1 shows ahead of planned schedule and under planned cost, a value<1.0 is behind planned schedule and over budgeted cost, and a value=1.0 is on planned schedule and on planned cost. Project 1 is incorrect as in closing phase of project you have the least opportunity to change the outcome. Project 2 is incorrect as CPI is under planned cost but SPI is behind schedule. While in execution phase there are opportunities to make up on schedule losses especially if under planned cost it is not the only correct answer for this scenario. Project 3 is incorrect as both parameters are on schedule and cost so there is no need to make course correction changes for now but have the opportunity to continue on track going forward.
